If I had to guess, they look old so I would toss "unfinished" anything. The hole in the concrete at the base of the right tower (but above the pillars) looks like an opening for things to pour out.
The metal looks rusted, the left tower looks worn. The corrugated green stuff looks broken at the top.
My guess would be dry storage, with the opening at the bottom being a release to fill trucks/railcars with what was once inside (drive underneath, open door, fill open-topped transit vehicle).
